Sepp Blatter 1 Sepp Blatter is being investigated by the FBI over the 100million US dollar ISL bribes scandal, according to BBC Panorama.Panorama said that during the 1990s, FIFA’s now defunct sports marketing company ISL paid that sum in bribes to numerous officials including former FIFA president Joao Havelange and Brazil’s former FIFA member Ricardo Teixeira, who was indicted by US authorities on corruption charges last week.According to Panorama, a letter apparently written by Havelange suggests Blatter, who is currently suspended from his position as FIFA president, was aware of the payments but took no action.The letter quoted by Panorama says: “I emphasise that Mr Blatter had full knowledge of all activities” and was “always apprised” of them.The letter is included in an FBI request to the Swiss authorities for help with their investigation, asking for the ISL file and the request states “among other things, the prosecutor is investigating Havelange’s statements implicating Blatter.”The programme, to be screened on Monday, also claims Qatar spent £117million on its 2022 World Cup bid.It quotes former England 2018 bid chairman Lord Triesman saying he was given the figure by sources close to British intelligence.Triesman said: “I was told by two sources that have always been very reliable with good information, good intelligence that the sum that Qatar had spent on their bid was £117million.”England spent £21million on its bid for the 2018 World Cup and the USA about £10million on its 2022 bid.
IRELAND’S leading postmaster has called for both An Post and the Government to bring in new security measures to stop post-office operators in Co Donegal becoming the victims of tiger kidnappings.Brian Cannon, President of the Post Masters Union, said more has to be done to protect people rather than post offices during the recession.Mr Cannon, who is based in Leitirmacaward, said raiders are will to take people hostage for just a few euro. “The bottom line is that people are desperate for money and they will go to any lengths to get it.“Post officer operators are sitting ducks and security measures really do need to be tightened or we are facing more and more tiger kidnappings,” he said.Mr Cannon, whose post-office has been in his own family for 100 years, said that he personally has had to stop taking early morning walks because he feared being kidnapped.“I had to stop taking my walks because there was that worry there that I might become a target. I just couldn’t do it anymore. “And I know that my fellow post-officer operators around the country feel the same. They feel that vunerability and it has to be stopped,” he said.He said there was a range of practical steps which could easily be introduced to ensure1,100 postmasters of their families do not become the next victim of violent gangs.“I am not going to tell the Gardai what to do because this is their business but we fell there are measures which can be introduced.“A simply phonecall each morning from the Gardai to local postmasters could be a very small but significant way of telling if there is something wrong.“We have security measures in place for the actual post offices themselves but we need to concentrate more on the people running them,” he said. Doug Duncan, the association’s chief economist, said that foreclosures and late payments are likely to stay high or get worse in the coming quarters. The mortgage meltdown has hit financial companies with billions of dollars in losses from bad subprime mortgage investments. Some lenders have been forced out of businesses. The situation has elevated the odds of the country falling into a recession. It has roiled Wall Street and has offered lots of fodder for Democrats and Republicans to blame each other for the mess. Against this backdrop, the Federal Reserve next week is expected to slice a key interest rate for a third time this year to bolster the economy. Duncan said there were a host of factors to blame for the rise of foreclosures and late payments in the third quarter: broad-based declines in home values; the resetting of adjustable-rate mortgages to higher rates; the drying up of credit for subprime and “jumbo” mortgages, those exceeding $417,000; and economic weakness in some parts of the country. California and Florida – the two largest states in terms of outstanding mortgages – were key drivers in the increase in the national foreclosure rates, the association said. The two states together accounted for 33.7 percent of the subprime adjustable-rate loans that entered the foreclosure process in the third quarter. The Mortgage Bankers Association in its quarterly snapshot of the mortgage market released Thursday said that the percentage of all mortgages nationwide that started the foreclosure process jumped to a record high of 0.78 percent during the July-to-September period. That surpassed the previous high of 0.65 percent set in the prior quarter. More homeowners also fell behind on their monthly payments. The delinquency rate for all mortgages climbed to 5.59 percent in the third quarter. That was up from 5.12 percent in the second quarter and was the highest since 1986, the association said. Payments are considered delinquent if they are 30 or more days past due. The percentage of subprime adjustable-rate mortgages that entered the foreclosure process soared to a record of 4.72 percent in the third quarter. That was up from 3.84 percent in the second quarter. Late payments jumped to a record high of 18.81 in the third quarter, up from 16.95 percent in the second quarter. The association’s survey covers more than 45million home loans nationwide. Homeowners with spotty credit histories or low incomes who took out higher-risk subprime adjustable-rate mortgages have suffered the most distress as the housing market went from boom to bust. Initially, low interest rates that reset to much higher rates have clobbered these borrowers. But the full-time lobbyists who work for any number of businesses, unions and advocacy groups are allowed to fly under the radar. Never mind that both are ultimately doing the same thing – earning their living influencing public policy. They’re different in the eyes of the city’s highly flawed ethics law, which regulates “lobbyists” in name only. It doesn’t have to be this way. In Sacramento, for example, in-house lobbyists are subject to the same scrutiny as freelancers. But in City Hall, there seems to be little interest in changing the law that lets the good many, if not most, influence peddlers operate unimpeded. Thomas Saenz, counsel to Mayor Antonio Villaraigosa, says that the city’s policy is rooted in the U.S. Constitution. “Every individual has a First Amendment right, and they don’t give that up by virtue of (serving) on a citizen’s commission.” But requiring lobbyists – be it the freelance or the in-house kind – to identify themselves as such is no violation of anyone’s free-speech rights. They can speak all they want, but we the public deserve to know who’s trying to influence our leaders, and how, so that we can bring that information to the voting both. The setting: The lobby of a Los Angeles City Council member’s office. Two influence peddlers are waiting – campaign donations and Laker tickets in hand – to bend the ear of one of L.A.’s lawmakers. Both are well-connected schmoozers paid to ply and manipulate our elected officials. But there’s a key difference: One is subject to strict city ethics and disclosure laws. The other isn’t. Or, to put it another way, we, the public, know what one of these influence-peddlers is up to – what he or she is selling and how it’s being sold. As for the other, we have no clue. The first influence-peddler is barred from serving on city commissions; the second is not. It’s a loophole so large as to render city ethics laws little more than an impotent joke – which, of course, was exactly the intent of city officials in enacting such flimsy protections in the first place. That kind of transparency – reported on a weekly basis – is the only way to bring any kind of integrity or honesty to city government.
